Can you give a reference for that statement?
If you remain outside of the OCAs, then I can find no restriction on VFR flights without an IR.
The former Icelandic requirement for IR equipage and rating is no longer in the AIP along with their former requirement for a 3 hour fuel reserve.
Likewise nothing in the Greenland and Canadian regulations for flights outside of the OCA.
However, a blind flying capability is certainly highly recommended irrespective of regulation.
