Given that there are several civilian GA aircraft parked there (and an ultralight) in the GA area, (look on google maps). Maybe they are defence personnel's own aircraft.
I'm sure GA can't routinely operate there, but you can go anywhere with the right permission, so just start making some calls and see what happens.
I served at Richmond several years ago and IIRC those were owned by various members of the base flying club, made up exclusively of Defence members.
