I'm guessing they are refering to an FAA licence which never "expires". Every 2 years you need a BFR but should you go out of date on the BFR all it means is that you cannot fly until the BFR has been completed. On successful completion of the BFR then you can exercise the privileges of the FAA licence for a further 24 months. You could leave it 10 years if you wanted, then do the BFR (assuming you can still fly

) and be legal again.
