In the end, the reason a pilot is given a license is because it is thought he is able to fly a plane. Obviously this needs to be consistent with what is required to actually do it, or there is a problem.
If you want the statistical argument to work in your favor, then it is important that
both pilots in the cockpit meet these standards. That way you have a greater chance that one of them will be up to the task on any given day.
