It is entirely fair and reasonable that Boeing and the FAA should insist that systems should take into account a degree of variability in the competence and training of pilots from many different backgrounds and cultures worldwide. To assert otherwise is to divert blame from those ultimately responsible for this mess. Airlines are, in effect, public utilities. Suppliers of equipment to them should operate on that basis.
