Yes, MCAS is not to prevent a stall. It's to prevent a pilot from pulling the nose up too quickly and getting into a too high AOA. Which would cause a stall.
Yup, exactly. I just can't imagine why people think it's an anti-stall system. ;^( And it's just a coincidence that MCAS was intended to meet the requirements of
FAR §25.173 "Static longitudinal stability."
