Maybe. Although, if you read the HCSEC report you'll see that amongst their major concerns are: "the underlying defects in Huawei’s software engineering and cyber security processes". So what you may get is a 5G network, connecting all sorts of strategic national infrastructure, that may be exploitable not only by the Chinese, but by a variety of other actors as well.
