I think his license was valid and the pending had something to do with overflight or landing permits.
Maybe the handler did not have his certificate info before requesting permits.
The pilot was reported to be experienced and former military.
I don't see any record of the crew having FAA licenses but maybe they did a recent US based training and the license would be pending. Does a temporary certificate have a number?
