Bogans demand cheap tickets and costs need to be cut where ever they can. For Australians, Bali is a lower end leisure destination which is relatively close and therefore won't support a premium airline. For Europeans and Americans it's a luxury destination and can easily attract premium passengers willing to pay a bit more for a comfortable 20 hour journey.
Similarly, for Australians Spain is exotic whereas for Brits it's low end package deals.
