@2unlimited: You did not understand me, the mandatory insurance would be baked in the price of tobacco, alcohol or legalized drugs (instead of going straight to cartel pockets). Like the tax on alcohol and tobacco today just it would go straight to health care for people abusing the stuff and not other things through and insurance system. So everyone using the stuff would be insured and the cartels would not produce cheaper stuff because they would lose all their profit and risk the same jail and prosecution.

So its not ethically and morally wrong to let cartels produce the stuff get the profit and destroy a lot of peoples lives all around the world why doing so..... what an interesting view the cartels surely agree all the way. As for adverts why not put some mandatory like on the tobacco about what bad the drug will do and what jobs people will miss if they use them?

Oh and no of course the cartels will not sit by and watch they keep pumping politicians with money to tell its morally and ethically wrong to take the profit away from the cartels and use it instead to fight the drug abuse and health care for the abusers.... its what they are doing and its working looking on what you are writing but happily many people and politicians are starting to see through it. And when its finally legalized what will they do...... well the same as alcohol cartels in US after legalization they will fall apart and they will be done. It was the mafia who were the hardest opponents of lifting alcohol ban in the US......
