This is not my experience at all. Airlines I have worked with and continue to work with check visas at the gate for online check in passengers. Checkin systems are only linked to databases for some countries, the USA or Australia being the two I have dealt with recently where a boarding pass won't be issued if an esta/eta isn't found. Canada most likely has the same set up. In other cases proof is always asked for by the staff that the evisa has been obtained.

I myself have had to show proof of evisa status countless times on various airlines for a range of countries at the check in desk or gate.
