It would appear to be a potential factor. And perhaps doubly so for those coming here on an E3 with the clock ticking down even though the E3 is renewable. Not sure how long the renewal will be the case. It would still slow progress toward the goal of getting here, getting through school and out to the line where the experience one comes for is gained.
