Certainly hope so, not boned up on the rules but that would seem to me to be discriminatory behavior not allowing N reg/FAA certificated non commercial pilots the priveledge of flying in their airspace, I’m sure the FAA would have something to say about that especially considering Dutch and French private aircraft are allowed access to US airspace.
