International Recognition?

An International ATP Licence recognised by all the Global Civil Aviation Authorities. Is it feasable? If not, why not?

My question stems from the different requirements from different bodies around the world where a Pilot with the same Type experience are discounted on grounds, because the Licence they hold the Type on, is not recognised in that State.

And to further argue against this is the fact that international Carriers are allowed to fly to these Airspaces and land and takeoff, where their own Licences are not recognised?

Whats the difference please explain?
