AOA is not valid without forward airspeed, so it would require a special setup to test AOA disagree before takeoff.
On the ground, the AOA vanes are likely to be in random positions, and can certainly move anywhere from full up to full down if the winds are gusty. As you point out, AOA sensor data is ignored by whatever onboard systems may make use of it until the aircraft is actually airborne.
