I built an RV-9A within your budget (and need to sell it soon to get a 4 seater
). For planning I use 145KTAS at 25LPH, and run Mogas in the cruise. With 136L usable, I have a still air range of 700NM with 45m reserve. On a good day, I can easily be airborne, or down and stopped in 300m.
