No, not All of them, some. The number sourcing pilots via the E3 system will decrease if and when conditions improve, as is the case with SkyWest. They have gone from a timeline from interview to start of a few weeks up to six months.
That's correct!

As i recall, Skywest have discontinued E3 hiring, since the end of last year/2018.

I have noticed on the MESA Airlines website, that the E3 link, under pilot careers, ISN'T, there anymore (unless i'm mistaken), but it looks to have disappeared.

GoJet, Trans State Airlines, Commutair, Piedmont (via OZ pilot), have ALL advertised during the first 2 months of 2019 on the afap website, for OZ E3 eligible pilots, to start immediately.
