On the ‘bus the FCS at worst degrades to that Direct Law, which is your scenario, it does not really fail. The answer for that case is yes.

If it did fail completely the game would change to a Manual Reversion mode where only the trimmable horizontal stabilizer and pitch couple of the underslung engines are left to steer the aircraft, maybe with a tiny little bit of spring loaded rudder. But even there the answer is yes. Just a funny fact.
