I am sure the Pilot or Ops did think about that first and foremost
BOH had 200 m freezing fog , its quite possible that the aircraft may have not been CAT111 equipped or it was unserviceable , the pilots may have not been checked out to CAT 111 standard
In fact all sorts of reasons that we are not aware of
