I'm sure Stobart would be more than happy to see commercial flights from CAX, and would be willing to support Loganair or someone else to make it possible, but, frankly, I very much doubt that it's high on their must do list right now. If there was a cheap solution to the ATC problem then progress could be made, but I don't think they'll try that hard because, as others have pointed out, they've already developed the airfield in a way that makes aviation optional.
