What you are describing is an airline that will take anybody who will accept their poor conditions of employment, regardless of experience or quality. Of course pilots can be found any time if an airline is willing to risk this. Fortunately, most reputable airlines are not.
I think you will find that your description of a low cost carrier is actually quite wide of the mark, and that the successful ones actually pay their pilots quite well.
