I think the regs have changed, I did the FAA IR 2 years ago with just a restricted PPL. But now, I'm fairly sure you have to do the PPL conversion, which isn't that big a deal, an hour oral and then an hours flight which will consist of a few maneouvers and not getting lost/busting Bravo. You're best off emailing the FAA to find out.
