When I was working in IT in a fancy London West End department store, the budget for the main window dressing seemed limitless. They were changed every six weeks thoughout the year and no one ever questioned. For us, in the backroom, trying to get funding for new IT (1980s) it was always an uphill stuggle. They said the windows brough the customers in and our point that we made the store function and service the customers was ignored. When I did a contract for a major UK High Steet chain in the 1990s? Same story.
