A320 SLAT/FLAP LOCKED PROCEDURE

When determining the maximum speed or approach speed we have a check a table and identify the actual flap / slat position. Both the table for maximum speed and approach speed have an option for Slats > 3. However Slats at the 3 index indicates maximum slat deflection ( I.e CONF Full ). Any ideas why ? Is their a possibility of slats extending beyond the maximum position with this type of fault?

Also I noticed today that when selecting Flap Full for landing, during slat surface movement from position 2 to 3, A fourth index momentarily displayed and then disappeared when slat surfaced reached fully deflected position. Never noticed that before?
