Expediting is not the same as rushing.
If you're talking about a parcel delivery, maybe.
Otherwise, I don't know or care about the difference.

But, in plain English, if the processing, if it was carried out at all, if it was completed in a time frame substantially less than normally taken, can accurately be called "rushed".

Australia, at the very least, went through the pretence of avoiding according "special" processing status to the lady.
Nor did we need to get the Prime Minister publicly involved. And I doubt that we'd have had our Minister for Foreign Affairs greet her on arrival.

If that wasn't blatant politicising then I don't know what it was.
