Is this your motherboard:
You have the ATI Radeon IGP 320 Chipset, with integrated onboard video. That motherboard only has a TV Out Card, there is no Video In.
Here is the latest Addendum listing the TV-OUT:

I would suggest getting a good Video Card like a GeForce4 Ti4200 with VIVO.
