Not the case I'm afraid. An FI with only a PPL - hence without CPL TK passes - is only permitted to teach LAPL students, not PPL students. Daft I know, and I don't understand the basis for it, but the CAA confirmed this to be the case recently in a case on which I have personal knowledge.
