Instructing with PPL

FCL.205.A PPL(A) — Privileges
(a) The privileges of the holder of a PPL(A) are to act without remuneration as PIC or copilot on aeroplanes or TMGs engaged in non-commercial operations.
(b) Notwithstanding the paragraph above, the holder of a PPL(A) with instructor or examiner privileges may receive remuneration for:
(1) the provision of flight instruction for the LAPL(A) or PPL(A);
(2) the conduct of skill tests and proficiency checks for these licences;
(3) the training, testing and checking for the ratings or certificates attached to this licence.

Does it mean that an instructor with a PPL (for instance a CPL holder with a class 2 medical) can instruct for any rating (MEP, IR-ME) a student who holds a PPL, but not a student who owns a CPL? What about integrated students? Can you instruct an integrated student for the MEP/IR ME provided that you don't teach the CPL part of the training?
Isn't it stupid to demand a class 1 certificate for a VFR training of a CPL student who obviously can fly the plane back in case of an issue, and a class 2 certificate for the IFR training of a PPL holder who might be in trouble to fly back the plane on his own if the weather is bad?
