Where is your medical? They will be responsible for your license, not the country or ATO that do your training with therefore the Portuguese CAA have little to do with it.
As for Portugal plenty of schools to choose from. Can’t help with recommendations tho.

It is registered at the Czech CAA, like my PPL, but as far as I know I can transfer my "file" to another CAA to do the CPL there
