Actually the RVR was better than 6000 feet. The "P" before the 6000 means more than 6000 feet even though the visibility was 1/4 mile. The time between breaking out of the clouds and landing is more a function of the cloud height than visibility. Descending 700 feet per minute 200 feet from cloud base to the ground goes by in about 20 seconds.
