The police officer didn't state there may not have been a drone at all. During a press conference, a single reporter asked if that could be a possibility and he replied with something along the lines of "it is possible". The police later clarified that there had been 67 sightings in total. Another mistake the NYT have made is (I suspect) to have gathered their info from some of the crap press we have here in the UK.
