From above: Vietnam currently requires markings only for runways that are already in use. No markings are needed for those still under construction.

Ridiculous that aviation "authority" in Vietnam does not see to it that big XX adorn both ends of runways which are unusable with an additional liberal sprinkling of X-X-X-X down the centre line for easy identification. Maybe too much trouble for those sitting in their stuffed chairs behind desks. Airlines as well should see to it in their duty regarding safety/audit of specific airfield that this is done along with NOTAM/ATIS warnings.

If runway still under construction then temporary XX can be installed until more permanent markings XX can be painted on.

My condolences to crew, this shouldn't have happened
