Having just read the article I can see why Joe is upset. Australia fought very hard for that visa concession and giving unused visas away is like somebody else getting all the benefit for little to no effort.
The USA is very unlikely to make a visa category specially for Irish nationals so the next best thing is to piggy back on someone else's.
I personally don't care if they take up unused visas from the allocation but the fact that they played no part in the negotiation of the visa in the first place is a bit rude.
