Apparently the P-3 uses the same term with a different meaning. Perhaps because P-3s routinely loitered engines (in flight shut down with the intent to restart inflight later) to increase on-station loiter time.

Anyway, all this is beside the point. It is pretty clear from the AIB report that this was not a case of in-flight prop reversal as we earlier speculated. It was simply a mishandling of an engine failure.
Agreed. So sad that a crew was lost for what should have been a relatively simple and usually benign emergency.
