I think you're conflating two separate 737 crashes.
Tatarstan 363 which had the dissenting opinion you mention (and both the
Official and
Dissenting Reports have been published), and FlyDubai 981, whose report has not yet been issued. There are some similarities with the present LionAir - but lots of dissimilarities too.
