Seems like an obvious answer but why not log on to the Hotmail website and send through there.
Some service providers will only let you send mail if you are logged on to their network e.g. if you are trying to send a reply to a freeserve account then you must be dialled in to a freeserve number or the mail stays in your inbox, this could also be your problem
