I'd say most candidates were just curious about the T&C offered by TAP. Probably no more than 1/4 of all those 400 people would apply for the job.
Regarding conversion of licences to EASA, actually it's not a conversion. The licence would be validated by the Portuguese CAA and the pilot would have to convert (on his own) to a full EASA licence within 18 months otherwise will lose the job (which means sitting the 14 ATPL subjects and doing a Skill Test). Ryanair recently did a roadshow in Brazil and it was exactly the same thing.
