Yes, IPAs were one of the measures that were going to facilitate the proposed increase in capacity that Heathrow announced in September 2016:

The increased capacity was going to be accompanied by a 6½ hour night flight ban, but I haven't seen any mention of that as part of the recent proposal.
Works out at approximately two extra landings and takeoffs/hour. How are the slots allocated, is it the usual 50% for incumbents and 50% for new carriers?
The announcement was in terms of routes, not carriers, and included ring-fencing some slots for additional domestic connectivity (assuming carriers could be found willing to operate them, which is by no means certain).
