It was only mandated by the FAA because test results showed B200 rudder forces when an engine failed were beyond the certification limit (can’t remember the limit, about 100 lb of force I think.)
Maybe this is just an old wive's tale, I'd heard the limit was 180lbs, supposedly the force required to fly a DC3 OEI in whatever was considered the appropriate configuration.
