SASless, you have only got to witness the utter clusterf***k which can be created by 2 SP qualified pilots who have been chucked into a helicopter together without a clue how to work as a team. It makes absolute sense that someone working multicrew for the first time has some training in SOPs, crew duties, emergency handling, briefings, callouts etc. It doesnt really matter whether its done by the operator or an ATO, but in order to get some level of standardisation and training quality, it is the most obvious answer that the authority should oversee it, and demand a particular content to the syllabus.
