Yup.

Refugee pilots and home-grown that don't know any better.

Ten or twelve to a boarding house, trainer's gleefully training them and collecting THEIR dough, enough of the rest hanging around long enough to get the new guys spun up, and Bob's Your Uncle.

Any problems come well downline when the new guys (maybe) figure out what has been happening.

There IS some solace in those who have figured this out and bailed to go to a first world carrier where there really IS a pilot shortage. And that even on a regional salary (in that location) you live better than your lot now.

The conspiracy theorists I guess missed this one although we probably should've seen it coming with how locals and expats hire domestics (who work very very hard, are in some cases not treated particularly well, and paid very little compared with what it would cost anywhere else).
