In EDI, we are doing this for all Airlines & Aircraft types apart from United Airlines & EasyJet. I'm not sure the reg has anything to do with it. However, the whole thing is a load of complete nonsense and is really just some department in the CAA/DFT justifying their existence. Every Loadplan already states that the holds were checked prior to loading, so why another piece of is deemed necessary is beyond me.
