in what context? Assuming you mean the UK CAA do you mean as a safety regulator, as an economic regulator, a consumer 'champion', for the decisions it makes, as a prosecution authority?
Fundamentally it IS a regulator. There is oversight but there isn't an infinite stack of regulators each regulating each other. The CAA's role is set by statute and a lot of what it regulates is agreed by supra-national treaty, If you disagree with a specific decision you can appeal them
CAA Appeals or ultimately have them Judicially Reviewed (bring plenty of cash)
if you're unhappy with the CAA more generally or the whole way regulation is done you might talk to your MP and if you are very persuasive and they are in government or are really influential on the Transport select committee then you may be able to change the system.
