4.Addis airspace is currently manned by retired Controllers with no current validation,who have no understanding of current airspace procedures,who are overwhelmed,and unable to copy correct estimates.
This is the real issue here, and the problem with hand overs / estimates at the border between 2 centers/ sectors. . There the IATA IFB does not help much. The Nantes collision in France in 1973 ( where unlicensed military controllers were forced to take over civil airspace during a ATC strike ) occurred during a transfer following a wrong estimate. I though lessons had been learned after that one .
On a side note , at the time (1973) IFALPA was stronger and had asked its members not to fly under those conditions and it was followed. Sadly not the case anymore today in a financially driven airline business .
