46 Kg as hand luggage seems unbelievable, like a misprint. I normally travel with 06 Kg in a backpack
So two adults travelling with an infant can take 5 bags, each of up to 23kg with them - the 23kg additional bag for each adult and for the baby will go in the overhead bin - if they decide to put it all up there, we are talking 115 kg if doesn't overload the bin!. I know that I would struggle to lift 23 kg into the overhead bin and I would really not want 79kg or more of my seat neighbour's belongings dropping onto my head when something goes wrong.
I think this is really the wrong message to be sending out about carry on luggage.
