I think it depends on how desperate both airports are to get New York and Toronto on the departure and arrival boards. At the moment there isn't a lot of options airline's wise for airports the size of BRS and CWL. As an airline they are now a gamble for any airport and probably a bigger one for an airport like Cardiff.
