The old 72-hour visa for UK/Schengen citizens allowing short visits to just the Kaliningrad enclave in return for the paperwork being much less painful was abolished in Jan 2017 - and Brits wanting to visit Russia are likely to be far more interested in Moscow St Petersburg; it tends to be Germans who want to visit Kaliningrad
Kaliningrad as a region is not doing well in economic terms - and its citizens to not have residency / working rights in the UK
Yes, I know KD Avia used to have a hub in Kaliningrad with a route to London, but they went bust in 2009
