Not sure about "decided". As I recall, Hitler declared war on the US on 11th December, 1941, to fulfil
his obligation under the Tripartite Pact (between the three Axis Powers). Roosevelt was "pitchforked" into War whether he liked it or not..
Churchill recorded that: "he slept the sleep of the saved and thankful".
I was out there, training under the "Arnold" Scheme, at the time, and well remember the shock to the American populace.
