kcockayne has been the closest so far.
Not England or Scotland, not Scandinavia, not the Caribbean, and not South Africa. Photo is basically looking directly at the setting sun on the September solstice, and (a new clue here...) is roughly parallel with the airfield's one runway. English is basically the local language, although there is a local dialect (although not a dialect of English) that was widely spoken until the early 1900s. And there's a Swedish registered ATP in the background. And one night in September 2017 there was a Super King Air parked photogenically next to the perimeter fence.
