every school I have been charge you from engine start to engine stop. Of course, you have to pay the instructor for sitting with you in the airplane, unless you want to steal his time.
Free taxi time? never heard about it in any of my training.
I did my IR & CPL in EDFC and they charged only the flight time; no Hobbs or block times, just T/O to LDG.
